Year 1 Budget Expenses

First, thank you for the FAQs and guidance posted here.

Our site started implementation of CenteringPregnancy last year and will add CenteringParenting in 2018. The spreadsheet calculates no costs for basic facilitation workshop under Year 1 (2018). Does that mean the in-kind award (pending award) would not be applied until next year? Or do I treat Year 1 as 2017 - when we completed the original workshop?
